About us

The Casualty Reduction Enforcement Support Team (CREST) is part of Derby & Derbyshire Road Safety Partnership.

We are committed to reducing the number of people killed and seriously injured on our county's roads.

We are continuously working towards making our roads safer, through intelligence led enforcement, education and engineering.

CREST is made up of several departments, here is a description of what they are doing for your safety:

Enforcement Team

The Enforcement Team are an integral part of CREST.

Their primary function is to capture road traffic offences that cause a risk to other road users, for example driving at excess speed, use of a mobile device and contravening a solid white line. The officers are specially trained to operate mobile detection laser cameras and static roadside radar detection systems. They operate throughout the day, 7 days a week.

They respond to corroborated reports of local speeding issues generated by Safer Neighbourhood Teams, Local Authority officials and Community Speed Watch Teams.

The team attend community events to help educate the public and raise awareness regarding safer use of the roads, and they support the Roads Policing Department on road safety initiatives.

Process Team

The CREST Process Team, transfer offences captured from all enforcement cameras, inclusive of Variable Motorway cameras, Static cameras at the side of the road, average speed cameras and mobile offences. We import the offences into our back-office management system and verify each offence, issuing the notices of intended prosecution.

On receipt of a response to the notice of intended prosecution, we process admission to eligibility check for a course or conditional offer of a fixed penalty and nominations to issue a new notice.

We also create prosecution files for non-compliance and other offences captured.

Investigation Team

The primary purpose of the Investigation Team is to gather evidence and identify drivers who are attempting to avoid prosecution when exceeding the speed limits within Derbyshire and build a case to bring offenders to justice.

This involves securing/collecting evidence and analysing information and ultimately preparing cases for prosecution. Our investigators also work with other law enforcement agencies identifying opportunities to disrupt or prevent criminal activity. The team’s objectives also include identifying vulnerabilities and manging risks to other road users.

We also work in conjunction with our partners and volunteers, with the goal of encouraging safer driver behaviour by sign posting drivers to engage in education about the dangers and impact of speed related incidents.

Community Speedwatch logo

Community Speedwatch

A small team who are responsible for encouraging, co-ordinating and training teams of volunteers across Derbyshire who monitor speeding traffic in their areas.

There are almost 100 groups who record the speed and registration number of speeding vehicles travelling through communities in an attempt to improve driver behaviour, by encouraging drivers to slow down and thereby preventing collisions.

The activity allows us to send letters of advice to the registered keeper of vehicles warning them of the driver's behaviour and dissatisfaction of the community through which the vehicle travelled.
